Slipper clutch

Can someone tell me what the purpose of a slipper clutch is ,and how to tell if it is working like it should. I have a 1/10 stadium truck and the instructions say I should be able to hold the wheels and turn the spur gear with my finger,and if not to back the adjustment off 1/2 turn, well I backed the nut off all the way and still can not turn the spur gear, the truck seems to work fine but since I am new to this hobby maybe it just fills fine to me. can some one help.
