You should turn the main needle (the one your fuel line connects to) All the way in until it stops then back it out 3 turns. The low speed needle should be flush with the outside of it's housing. This should get it started.once the engine is broke in (usually about 5 to 6 tank fulls) you can turn the main needle in 1/8 turn increments to fine tune it. I would go past 2 turns out from bottom. Do the same with the low speed needle. If you dont have one already you should get a tempature gun, this will help with the fine tuning,You dont want your engine to run over 270 deg. Check you manual for the temp. limits.
